I welcome all participants and guests of the international particularized exhibition «NDT and technical diagnostics in Industry 2008»!

I am very glad that it is the seventh time that this exhibition takes place, that it develops and becomes the ground for the effective professional cooperation and the development of business. This year there will be new exhibitors – it is the evidence of great perspectives. It will show the necessity and importance of non-destructive testing and technical diagnostics in Industry. I am sure, that the exhibition will help to cooperate representatives of industries from different regions of Russia and foreign countries.

The efforts to provide public safety and the national safety of Russia are effective because of the development of new technologies, including those to be shown on the oncoming exhibi-tion. The problems of industrial safety, environment are being solved on the basis of the scien-tific and intellectual potential of academic and applied science, higher school and industry of Russia.
Non-Destructive Testing and technical diagnostics – it is the basic way of getting informa-tion about efficiency and reliability of devices, used on manufacturing objects which are being controlled by Rostechnadzor.

On behalf of the International Committee for Nondestructive Testing and myself personally I would like to express our appreciation to the Russian Society for Non-Destructive Testing and Technical Diagnostics, RONKTD for undertaking the task of hosting the 7th Exhibition and Con-ference, NDT Russia 2008.
As Chairman of ICNDT, I can’t express the importance of international information ex-change and the dissemination of new technologies and techniques in Nondestructive Testing. Communication is a necessary component of our profession and contributes to the development and future advancements of Nondestructive Testing. RONKTD has taken a lead role in the NDT field by promoting the profession with respect to increased public safety, manufacturing quality and equipment reliability. The scientific program for NDT Russia 2008 «Non-destructive testing and technical diagnostics in industry» will once again address the importance and enlighten eve-ryone with respect to the advancement of non-destructive testing.
Finally, I wish all participants a most informative and successful week and at the same time would like to take this opportunity to invite you the participants to support your local societies and regional groups. The NDT profession is a profession we should all be proud of from research to application. With the world growing so rapidly and safety our primary issue we need to con-tinue to promote and disseminate the advancements in technology and application. Dear Colleagues,
NDT and technical diagnostics become ever more important to protect citizens, property and equipment from dangerous accidents.
In the last few weeks here in the UK we have seen four nuclear power stations close for work to be done following NDT, an announcement that the condition of a major suspension bridge (the Forth Road Bridge) is giving cause for concern and is being closely monitored by NDT and a near-miss at Heathrow Airport whose cause is being investigated.
Conferences and Exhibitions give us opportunities for sharing knowledge and best practice, both within our countries and internationally. This year we have the 17th World NDT Conference in China in August and many other events where we can meet.

To the 100th anniversary of P.K. Oschepkov dedicated

In 2008 it will be 100 years since the day of birth of the doctor of the technical sciences, pro-fessor, Honored figure of science and techniques RSFSR, one of the founders of the Russian radiolocation, the first head of introscopy research institute P.K. Oschepkov.
P.K. Oschepkov was born on the 24th of June 1908 in the village Zuevy Kluchi, Karakulinski district, republic Udmurtia.
In his early years he lost his parents and was knocking around the country and only when he studied in commune-school, he was 12 at that moment, he learned to read. As an external student he graduated from secondary school (school, college in Perm) and received high education (Moscow energy university).
In 1932 P.K. Oschepkov was sent to army where he faced the problem of detecting and fighting against enemies planes. In this very period he suggested the idea to use radio-waves for detecting planes.
Followers fulfilled his ideas because in 1937 P.K. Oschepkov was arrested in connection with the case of marshal Tuchachevski and 10 years spent in a prison.
After the war under his supervision the new science-technical direction in creation of intro-spect systems was developing – introscopy on the basis of the whole spectrum of radiation.
P.K. Oschepkov had been the head of introscopy research institute from 1964 to 1968.
Last years of his life P.K. Oschepkov dedicated to the problems of entropy, off-center ways of using the energy.
He is the author of 43 science works and more than 10 patents and his book «Life and dream» was four times republished.
P.K. Oschepkov became the candidate and doctor of technical sciences without defending dissertations, he was given the rank of «Honored figure of science and techniques RSFSR» and «Honored inventor RSFSR». He was rewarded by the orders of Lenin, October Revolution and by the Labour Red Banner, he was an honorable member of a number of native and foreign science-technical societies.
Pavel Kondratyevich Oschepkov died on the 1st of December 1992.
