Harmonization of NDT personnel certification schemes implemented within the frames of the RSNTTD with the European scheme and norms;
Conducting the national NDT & TD conferences and exhibitions;
Participation in international organizations and events, publication of normative and technical literature;
Developing and establishing relationships with international organizations and national NDT societies;
Informational assistance to the RSNTTD members;
Carrying out the expertise of the projects in the field of NDT;
Certification of means, services, laboratories and technologies in the field of NDT.
RSNTTD is a society opened for institutions and individual specialists interested in the nondestructive testing (NDT) and technical diagnostics (TD).
The documented history of the RSNTTD dates back to 1937 when the first all-union meeting on NDT methods was held. Academician V.F. Mitkevich conducted it. For the first time, alongside with other decisions made on the development of NDT in particular, a special attention was paid to the need for conducting activities in the field of the theory of electromagnetic testing methods. The next significant event was the scientific and technical conference on nondestructive testing of welded joints, which was held in November 1958 in Moscow on the initiative of the USSR State Scientific and Technical Committee.
In 1963 within the frameworks of State Committee of the Ministerial Council of the USSR on Science and Technology a special Scientific Section on "New Welding Technologies and Welded Structures" was established under presidency of academician Paton B.E. A section on NDT was set up within this council. This section was working under presidency of N.V. Khimchenko and V.A. Trotsky. The first meeting of the Scientific Council was held on September 1963 in Kiev.
In 1970 the above mention sectioned prepared two documents: the projection of the development of NDT methods and means for testing of welded joints; and the Resolution of the State Committee of the Ministerial Council of the USSR on Science and Technology in which special attention was paid to the issues of mechanization and automation of NDT methods, of standardization and personnel training. The basic provisions of these documents were incorporated into the Resolution of the State Committee of the Ministerial Council of the USSR on Science and Technology "On acceleration of the technical progress and further increase of the labor productivity in welding engineering" ("Welding in the USSR", V. 2. M.: Nauka, 1981).
RSNTTD in its present status is the successor of the former USSR Society on NDT (abbreviation in Russian OSNK), established in 1957 on the basis of a number of various institutions and organizations, such as: specialized scientific committees "Automated Systems of Testing and Diagnostics" and "NDT Physical methods of NDT" of the USSR Academy of Science; the Coordinating Council for the problem of "Nondestructive Testing" of the USSR State Committee on education; commissions on NDT issues of the USSR Standardization Committee and other social, scientific and industrial organizations. In the same year the first SSNDT Constituent Congress of the OSNK that approved the Status and structural organization of the Society was held.
The main objective of the OSNK was to develop creative activities of its members regardless of their departmental or branch-wise membership, to satisfy their scientific and professional interests and the need for information, to effectively use cooperation of intellectual and productive efforts for accelerating the scientific and technical progress. The OSNK made also its objective to activate international contacts and cooperation for end-to-end solution of the problem of improving the quality and reliability of industrial products.
The academician M.N. Mikheev was elected to be the first president of the OSNK. Since early 70s the General Director of the Moscow Scientific-Industrial Association (MSIA) "Spectrum" became V. V. Klyuev the President of the OSNK (now professor and Corr.-member of Russian Academy of Science).
In order to train and certify NDT personnel, a number of training and certification centers was created - the International Training and Scientific Center for nondestructive testing and technical diagnostics of MSIA "Spectrum", training centers of the Institute of Bridges in Leningrad, the Moscow Bauman State Technical University in Moscow, the Institute of Physics of Metals in Yekaterinburg, the Tomsk Polytechnical Institute in Tomsk, the Nizhniy Novgorod Polytechnical Institute in Dzerzhinsk and in other leading educational institutes and industrial enterprises.
The worked out in the USSR program for training and certification of personnel in NDT and technical diagnostics foresee the training of 500 specialists of level III, 10 thousand of level II and 100 thousand of level I.
The OSNK initiated opening of the training- -scientific Center for NDT within the frames of the Warsaw University of Technologies (WUT) in Brno (Czechoslovakia). Representatives of the Italian and the Canadian NDT societies as well as representatives of industrial and scientific organizations from Czechoslovakia, Germany and Bulgaria participated in the opening of the Center.
The Russian Society for Nondestructive Testing and Technical Diagnostics (RSNTTD) is the legal successor of the OSNK in terms of the obligations to the Society members and the agreements on professional cooperation with the national societies of other countries. The possibility of voluntary membership of industrial, research-and-development and training organizations of the republics that are not residents of the Russian Federation in the Russian Society for Nondestructive Testing and Technical Diagnostics is provided via procedure of collective members.
The Status of the Society has been revised in accordance with the conference resolution, and the required changes have been introduced into the text of the Status according to the new conditions regulating activities of scientific and technical societies in Russia.
The first congress of the Russian Society for Nondestructive Testing and Technical Diagnostics took place on December 6th, 1991 in Moscow. The congress assigned the Society governing bodies: the Central Administrative Board of the RSNTTD consisting of 67 persons and the presidium of the Central Administrative Board consisting of 27 persons.
Seven persons constituted the Bureau of the Central Administrative Board; the corresponding member of RAS V. V. Klyuev was elected the Chairman of the RSNTTD. The corresponding members of RAS V. E. Scherbinin, N. P. Aleshin, A. K. Gurvich and V. G. Firstov became his deputies. Also N. S. Danilin and V. P. Vavilov were introduced into the bureau of the RSNTTD.
On November 15th, 1996 the Ministry of Justice of the Russian Federation registered the RSNTTD as an All-Russian Public organization (certificate No. 3313). This registration was due to the fact that in 1995 the Russian law about public organizations was introduced. One of the requirements of this law stipulates tha public organization shall have regional branches in more than half of the subjects of the Russian Federation. As a result of the activities carried out, the RSNTTD regional branches have been created in the majority of the Russian Federation subjects. This is a very positive factor as it helps to enhance the level of nondestructive testing and diagnostics in Russia. The work on creating new branches of the RSNTTD continues.
The RSNTTD has been declared to be an open society for institutes, factories and plants, works and companies, individual specialists interested in the nondestructive testing and technical diagnostics. The society enjoys the membership of practically all leading organizations involved in oil, gas, metallurgical, aerospace, chemical and other branches of industry, transportation as well as the institutes developing the NDT means and organizations manufacturing them, training institutes and so on, and also all leading specialists in this field. There are also foreign collective and individual members of the RSNTTD.
The RSNTTD main objective - further development and introduction of new methods and means for NDT and diagnostics tending to improve the quality of industrial products, safety of industrial objects, to provide reliable diagnostics of ecological character and situations of emergency, including those caused by terrorist attacks.
